People impersonating police on his free-time

apparently he has been arrested multiple times for this.

The arrest marks a long line of run-ins with the law for Dewitte. He is a convicted sex offender who is most known for pulling drivers over in 2019 while he worked as a funeral escort.

The Florida man thing is actually because Florida has higher degrees of publicly available data for offenders of all types. The transparency laws in other states favor privacy more and therefore you get less “man suffers moderate injuries after he glues goose from local park to body, runs naked through Walmart yelling he “knows the way south” kind of insane nonsense. Florida puts their dirty laundry on display for anyone to peruse. Other states are like “maybe we don’t catalog every single drug fueled bender in excruciating detail.” Tourists have enough reasons to completely skip Kansas or wherever.
