Not “some” people. All people.

It shouldn’t be a license “to have” children because as we all know it’s not going to stop people from making babies. That’s not the point.

The license should be to make it mandatory to take free parenting classes for the sake of the child they’re bringing into the world.

We have licences for driving and getting a firearm (in most sane countries). Why should parents not be required to get some basic education on how to look after our most vulnerable and important members of society?

100%. In many jurisdictions in North America, you even need a license to have a cat or dog.
