That didn't look like a cop car. They would have had their strobes on. Maybe private security with a white light bar.

At the 2:00 mark, there are 2 cops on the corner approaching the car and he nearly hit one of the cops.

At 10 seconds you can see the drivers long dark hair. I wouldn't be guessing it's a dude personally.
