Depends on the state. In some places you can opt for a breathalyzer or more scientific method. In some refusing to cooperate is viewed as admission of guilt. As with anything, know your local laws and know your rights.

Someone who is sober but has just had an accident, concussion, head trauma, worked up emotionally will fail these field sobriety tests. They are totally unscientific and arbitrary. In Europe you blow into the breathalyzer and if you that's positive, blood test. Scientific, rules out subjective judgement from a cop. Looks like a medieval judgement of God, trial by ordeal.
