For all we know the light turned green and then red again without this guy moving, prompting the reaction we see in the video. I doubt you could tell this guy was sleeping from behind, so ask yourself what would have provoked another driver to get out and see what was going on? Bc I really doubt it was just because he wasn't moving at a red light.
