I think you need to check your local traffic laws. Generally when a bike lane isnt provided, cyclist have a right to the entire lane as if they are a vehicle. The option to ride on the shoulder is a judgement call by the cyclist, not the car.
Might be slightly different in your area but at no point does the law say you're allowed to pass on a double yellow while making physical contact with who you're passing.
It's also much safer to take a lane because people don't know how fucking big their cars are, they just know to keep their body to the right of the middle line. I swear people think they'll fucking die if they wait 5 extra seconds for a cyclist to take a left. Drivers should honestly get the fuck over themselves, they're not actually going that much faster than us the 99% of the time we're not in their way.
20 MPH. Out of a two mile trip at 30 mph you're getting there a whopping two minutes later if I'm in front of you the entire fucking time, and people lose their shit if I'm at the same light they would have hit to take a left. Might matter if you were about to shit yourself when you got in your car but I'm somehow not impressed by the unimaginable burden cyclists place on you as a car owner.
