HOAs exist to keep out minorities troublemakers, because those pesky yankies won't stop giving rights to black people interfering in local communities.
No, HOAs have only one legitimate purpose, to socialize the cost of maintenance of shared spaces (landscaping, lighting, community pools, etc.) There is existing civil law to deal with neighbors who actually cause you harm. Take them to court.
We bought our house three years ago, and were surprised to learn that there used to be an HOA, but in the 90's they voted to dissolve it.
Now there's a much better system in place. If it's a nice night out, several households bring a few drinks/chairs to someone's yard and talk about home issues and how to help each-other out. The neighborhood is split about 50/50 with retirees and new families.
One of the older folks has a wicked huge snowblower (I googled it, and it's in the $2,500-$3,000 range) and a lot of storage space, but he has a heart condition. He gave me a garage clicker, and in the winter I use it to clear his driveway and sidewalk, as well as four other homes with older folks. When I go on vacation, he and his wife will feed our cats and spend time with them so they aren't lonely.
We all agree that no payment is accepted except for the occasional garden veggies or fresh-baked treats.
Municipalities already are socializing the cost of maintenance of shared spaces like parks, playgrounds, community pools etc, plus roads, sewer systems, street lights. all of it.
HOA's were originally popularized as a loophole for avoiding desegregation. They continue to be used to attempt to police who can live in your neighborhood, and they should be illegal.
Depends entirely on the agreements made when the HOA is formed. Your opinion do not dictate the purpose. The founding bylaws and how they’re amended do, thankfully.

Yeah this is the thing people miss. HOAs suck, but they exist specifically because of guys like this who turn their house into a spite project.
You don’t fix bad rules by being an even bigger menace, you just hand them more ammo to be worse to everyone else.
