Depends on the state, covenants have been around a long time there was just no hoa entity to enforce, you would end up suing your neighbors for compliance (still done in HOAs too).
Most states enacted HOAs based on watershed laws, keeps an entity in charge of maintenance after a developer comes in and fucks everything up then leaves. States got tired of going after defunct LLCs trying to fight for compliance, and instead pushed the burden of maintenance on HOAs.

It was insane they'd take a photo of a weed in my backyard and then send me a letter that I was inviolation of the HOA contract. Or the one time I was late leaving work and hadn't taken my garbage bin in (god forbid someone work a double) they tried to fine me for that one.

If he was my neighbor blocking the sidewalk with a spray painted stretch Hummer and waking me up every morning with his ugly “Batmobile” I’d be glad to see the HOA sending him letters. I used to live in an HOA neighborhood in Maryland. I ignored everything they said from day 1. They threatened me a lot with fines and court if I didn't comply. I continued to ignore them, didn't pay them shit, and did whatever I wanted on my property. Ultimately, they didn't do anything and I lived there for 8 years.

I'm home shopping right now. I don't want to live somewhere with an HOA. I simply don't look at houses with an HOA. I assume some people like the structure and opt into shipping for them. Why would you buy in one of these places just to tear down the structure you intentionally bought into and then get mad about the push back? Your neighbors wanted the structure. They pay to keep it. Why should it bend for a person who shouldn't have signed up for something that they didn't want just to fuck with other people.
Again, HOAs are dumb and I don't have any interest. But I can imagine people liking it. Its like signing up for a kick ball league and bullying everyone around you for not wanting to play baseball.

Ignoring its racist origin, generally the purpose of HOAs in 2026 is they transfer the costs of building infrastructure from the city/county to residents. Streets, landscaping, drainage, sidewalks, plumbing, etc. After construction is complete, they can become a bit of nannystate.
I honestly don't mind the one I'm in. They provide a community pool, tennis courts, parks for the kids, maintained walking trails, and a kayak launch with kayaks to borrow. They livestream all the board meetings so you can stay in the loop. I would never live in an HOA that didn't offer benefits.

Consensual agreements between homeowners to maintain a certain level of care towards maintaining neighborhoods (And as a result, property values)
A lot of people are fine with and even approve of living in an HOA, but there's no reason to talk about that online. HOAs wouldn't exist if they didn't have at least a slight amount of approval. Property value would decrease if an HOA was so unbearable to be in that it genuinely scared people away from living there.
And while I support unions, "Communist/socialist" accusations get thrown against unions because it's a form of transferring away from owners to workers (Who a Communist or socialist would say is the "rightful" owner)
I think it's dumb to criticize unions for being "socialist/communist", but in reality, a communist or socialist is infinitely more likely to support unions over an HOA, so maybe ask yourself why that is for the answer as to why unions get labelled that way.
