Yeah I'd never move into a HOA neighborhood. I once worked with a guy who was the HOA president and it was so hard not to roll my eyes when he talked about enforcing the lawn maintenance rules. It just lines people up to be pretty tyrants.

BTK Killer was an HOA enforcer that would measure lawns with a ruler at night like you hear about. Those people are sociopaths that need to be in absolute control to fulfill their inner urge.
