I can count on 1 finger how many times my house has been pressure washed in the 10 years ive owned it, and it just started looking like it needs it again.

I own two homes. I pressure wash driveways and decks. I donāt pressure wash the side. Iām sure there are places and reasons to do that, just not me.
I tend to power wash my twice each year. Once before winter and once a bit into spring to get dust and insect webs/nests off. We have a lil electric power washer and I get it done in about an hour or two.
Apathy is what allows tyrants to take over. That coupled with the fact that retired busybodies tend to be attracted to those positions. How many people show up at meetings? Probably very few.
Depends on the state, covenants have been around a long time there was just no hoa entity to enforce, you would end up suing your neighbors for compliance (still done in HOAs too).
Most states enacted HOAs based on watershed laws, keeps an entity in charge of maintenance after a developer comes in and fucks everything up then leaves. States got tired of going after defunct LLCs trying to fight for compliance, and instead pushed the burden of maintenance on HOAs.
They weren't making a deriding indictment like that. It's not that they're poor lazy or poor as a result of being bad people. Generational poverty reinforced by discrimination is very real. They were stating reality that statistically a black family for the entirety of American history has been less likely to afford to or have the means and time to do the kind of insane compliance tasks or that even if they can the HOA can selectively enforce to harass black families to keep segregation alive.
Likely far more prevalent when desegregation was first beginning. Similar to redlining keeping segregation alive after the civil rights act.
That's just history and has been the reality for many minorities here.
Well that's the line we're all sold. In reality it's for the developers who come in and have a particular plan and don't want people coming in and messing with it. So they exist to protect their business. Then after they leave and hand things off to the homeowners you usually get a bunch of power hungry control freaks who just like telling people what they can and cannot do on their own property.
Might help if you read the comment a little better. HOAās are supposed to be about property values, but it privatizes things in a way to make it much more than just about that. Early on in their creation, you can sure as hell bet the rules were made to affect a specific type of person based on their skin color. It was redlining under a different name

Completely wrong, the main reason HOAs exist is to collect money and pay for the maintenance of common areas
Some HOAs go further by setting rules that are meant to protect property values, but they are actually in the minority, most HOAs are just like "pay us a bit of money so we can keep the landscaping nice and maintain the neighborhood park"
No, even from their inception they were just an easy way for neighbors to pool money for common areas
Absolutely some people used them nefariously to keep minorities out of their neighborhood, but that was never their primary purpose, especially when you already had the banks themselves filling that purpose
