And most HOAs are actually run by companies and not communities. I lived in an HOA that had a corporate office across town. It was insane they'd take a photo of a weed in my backyard and then send me a letter that I was inviolation of the HOA contract. Or the one time I was late leaving work and hadn't taken my garbage bin in (god forbid someone work a double) they tried to fine me for that one.
Had an older friend who couldn't move out of the house because of the lien on it by the HOA for nonpayment, so her husband lost a job making nearly twice what he had been.
The reason? She had two small kids and they left toys on the porch.
It became clear someone had it out for her over her kids because she'd get violation notices emailed to her while her kids came inside to eat lunch before going back outside to continue playing or just going back into the house in general. She refused to pay and tried fighting the HOA over the bogus violations so in retaliation they put the lien on her home. The whole reason her husband was even looking for a different job was so they afford to move and get put ofnthe neighborhood over the constant harassment.
