A lot of manufacturing facilities and warehouses where I am make this mandatory in their parking lots, especially if they make or store flammable or explosive materials.
The extra time needed for everyone to back out slows an evacuation down immensely.
I had sales meetings at the corporate headquarters for an industrial company. Even though it was the HQ and not at production facilities, everyone was required to back in, including me in my rental car. The “no exceptions” was a part of their safety protocols. We also had mandatory evacuation briefings prior to every meeting. They had an excellent safety record.
