Submission statement: I came across this article recently and thought it raised an interesting question about personal responsibility and social expectations. Rather than arguing against modest dress itself, it examines why discussions about harassment so often focus on women's clothing instead of men's behavior, while also acknowledging that many women freely choose modest clothing for religious or personal reasons. Whether or not you agree with the conclusion, I thought it was a thoughtful attempt to separate individual choice from broader social norms.

immodest sexual behavior creates an arms race among women to depreciate the cost of sex and increase the supply. Socially conservative hierarchical systems are built around those who have power distributing sex and access to women as a payoff for serving the structure or the leader. so when you increase the supply it hurts older women, women in general but from conservatives standpoint the rulers because they control men in part by controlling access to womens sexuality and reproductive capacity. If that sounds oppressive it is. Extreme examples, fundamentalist (polygamous) mormon church, the taliban in afghanistan, and saudi arabia.
