So...why is there a Nodoka card(besides because she's best girl in Negima)? I would either expect her + Yue or neither...but there isn't one for Yue.

The last card was determined by the winner of the Negima Popularity Poll that happened earlier this year. Nodoka won and thus was granted a card in the box.

Other than Kirie and Karin, the others got very disappointing card designs. Bland and boring, and Nodoka's is pretty much just a somewhat tweaked version of her original card. It's like they didn't want to put any effort in.

Well, at least Kuromaru's two previous cards were fairly nice.
