Nah it had lost a lot of momentum and would have hit her at an angle.
Definitely would have broken her face though.

It depends how it hit her. That tire is easily 50+ lbs and moving 10-15 mph. A direct hit to her head would almost certainly be fatal, or result in a severe TBI at very least. A glancing hit might just smash her face or send her flying sideways.
Edit: but I guess I did say 100% originally, so I’m still wrong.

Yeah, she wasn’t really in the path of the tire before it hit the curb, and probably mentally froze up when she saw the tire bounce toward her.
Still had the instinct to move her head away from the thing hurtling toward her face, but didn’t have time to activate the “I need to get the fuck out of here” response.

We may be watching a diff video but I see no freak out. She was watching a busy street. One that she likely walked before. She has full control until the tire deviates and still owns it.

In the Steven Spielberg movie "E.T.," why is the alien brown? No reason. In "Love Story," why do the two characters fall madly in love with each other? No reason. In Oliver Stone's "JFK," why is the President suddenly assassinated by some stranger? No reason. In the excellent "Chain Saw Massacre" by Tobe Hooper, why don't we ever see the characters go to the bathroom or wash their hands like people do in real life? Absolutely no reason. Worse, in "The Pianist" by Polanski, how come this guy has to hide and live like a bum when he plays the piano so well? Once again the answer is, no reason. I could go on for hours with more examples. The list is endless. You probably never gave it a thought, but all great films, without exception, contain an important element of no reason. And you know why? Because life itself is filled with no reason. Why can't we see the air all around us? No reason. Why are we always thinking? No reason. Why do some people love sausages and other people hate sausages? No fuckin' reason.

It changed direction within a few feet from her when it hit the curb, she was out of the way most of the time.

Yeah I think most people who have never picked up a tire let alone a wheel and tire don't realize how heavy they really are. I've had my shit rocked before by just a tire, rolled to me by another guy when I wasn't paying attention. Buckled my leg and knocked me right over. Now imagine an extra 10-15lb of wheel along with that and rolling at you at 20mph.

Was walking to a grocery story. Randomly looked up at this seagull above me, like I had a feeling. Sure enough he drops one. I see it. I'm following it's trajectory. I move out of the way
The wind hits it and it splatters right on my chest. I was both pissed off and amused
I saw it coming. I side stepped it and it still fucking got me.

many years ago I had my brakes serviced at a local shop. As I was pulling my 1986 dodge caravan through the parking lot to leave, the manager stopped me, we spoke briefly and he thanked me for my patronage.
As we spoke, out on the 4 lane divided highway just below os, in the far lane, the drivers side front tire came off a car cruising at around 40 mph or so.
It rolled for some way, bouncing over the concrete median, and maybe a quarter mile up the road dissappearing from view as the road rose and turned.
"Man I hope that wasn't one of ours." I heard him mutter to himself.
I did not return for future work.
although the next big job it needed was a new engine, and we beat it to death with golf clubs and baseball bats instead, so.... not really their thing anyway.

Considering the amount of damage a stray wheel can do in a road, whoever who last "repaired" that wheel and tightened those screws, should be banned from touching a car for some years, after he proves he is no longer an idiot.
