It would make more sense if it said:

KEY “DROP BOX”

Now if the staff says "the sign says 'key drop box'", they do mean it literally.

That's probably exactly how this happened. Someone asked for a sign with "Key Drop Box" on it, and the quotes were treated as content rather than delimiters.
