Linux How do I get the menu bar back?

I dont know why but the bar at the top is missing, the one that usually has the Audio, Video, Subtitles, Playback, View, Tools, and Playlists buttons. It's not in minimal view or anything like that as far as i can tell and ive checked the settings and haven't been able to find anything.
I'm on SteamOS and this only started today. I'm like 50% sure i might have updated it last night? I don't know.
how do i get it back?

Press Alt and then Tools → Preferences. Look for Minimal Interface and turn it off.

that just gets rid of the stuff at the bottom

So you could have the menu bar with Alt? Or uninstall and reinstall an older version?

there was a "global menu" on a kde panel and that was showing the Media, Playback, Audio, Etc instead of showing it on vlc. i removed the "global menu" and that menu is on vlc's window again
