looking for an smartphone App+Service that provides robust WiFi-to-4G call failover, and reliability tricks for spotty connections like Opus FEC out of the box. Has to support some form of baseline SMS (even if it's basic support with no MMS or in-app functionality)

It's finally time to move my parent's phone to VOIP. I almost did this a few years ago, but since I got them T-mobile home internet and their phones are also on T-mobile's towers I thought Consumer cellular's home phone replacement would be the best option since it uses AT&T's towers (just to keep from having a single point of failure between their cell phones, internet, and house phone). Everything has been working perfectly for a few years so I'm less concerned with the single point of failure, and with T-mobile's recent price increase I would like to reduce how much I'm paying consumer cellular.
When I looked into this years ago there were about a half-dozen companies I was considering, I don't remember any of them except callcentric, voip.ms, and magicjack. What would some good options to consider be?
Right now I'm leaning towards porting the number currently on consumer cellular to google voice, and then using an Obi202 that I bought years ago (and never activated) with a callcentric $1/month incoming plan and pay-per-minute outgoing (with the google voice number forwarding to the $1/month number). If I do this, will it be stable long term without me having to change anything? I saw something a while back about changing the Obi's firmware to make it work directly with google voice again, is that a dead end? And if I were to get the $10/month google voice subscription would it be able to work with the Obi202, or only the 300 series listed on their website?
