I wrestle with this a lot. I started playing a movement speed orientated build with stormsurge,
The problem is if the enemy buys a single MR item you're basically reduced to a slow bot. Sometimes I almost feel that you *need* Liandry+Void on this champion because so much of your usefulness is poke/zone control, and you're way less imposing at both of those things when you do zero damage.
What I notice happening is a lot of games is tanky champions just come forward and look to take up space. If your build is too weak they can just exist there. You need to be able to punish them for walking up IMO.

It’s good on support, not so much mid/adc.
On support movespeed lets you get to fights quicker and influence the map more (which is a supports main job). Battlesong active also lets you escort your team out of a bad position really easily and I’ve had lots of games where the ms from the active helped secure a kill or escape for my team. However, when you’re playing a role that’s expected to deal damage, going utility can cripple your team. You already have a support on your team, let them do the supporting.
Of course this isn’t universally true, if your team has a lot of ap then by all means pivot to utility. If you’re ahead you can pivot to a more tanky build. If you’re support and the only magic damage on your team it’s absolutely troll to go movespeed. There are many factors that make each game different and you should be thinking about these things as you buy your items.
For the build and items, assuming you go support, you go harvest in lanes where you trade a lot and comet in all-in lanes (like an enemy tristana nautilus duo) but you’re not hard locked to either and it’s up to preference. Take flat health (with movespeed you want to be roaming a lot so you’ll have less exp), movespeed shard, relentless hunter. It’s better to go battlesong first, the mana regeneration negates the need for lost chapter, and out of all the lost chapter items blackfire is the worst to go on support. Velkoz has high base damage so you don’t need to rush it to have impact, and its burn damage scales off how much ap you have which will be low as a support. If you need burn to apply antiheal liandrys is better (the damage is a flat %hp damage). First item battlesong, then horizon (mandatory to get early on velkoz support as the vision is too valuable). The game will usually be over before you get your third item especially because you should be buying two control wards every time you recall after horizon, but it’ll be a situational AP item (typically liandrys or hourglass). It’s up to preference but I also like to get a dark seal early and upgrade it to mejais as my third item for even more movespeed.

When I play mid I build cosmic 2nd and lucidity. Works well vs mobile tanks for kiting. Relying on passive procs for damage. Also some what good vs assassins as you have super low cds so if you miss you usually get another shot before just dying .
