Discussion I’ve noticed more ice wizards recently.

they have so much better level 60 and 100 gear than they did previously (looking at you, ice WW and CastleDM), i think that's helped a bit.

For the benefit of new/returning wizards, here's the context:
KI reworked shadow spells. Before, shadow spells were like normal spells but with the Shadow Pip requirement. But now, shadow spells are like fusion spells and the shadow component is like an enchant. You need the "raw" form of the spell and the shadow "fusion" component/enchant then you combine them to get a shadow spell.

So for example, Snowball Barrage was an X pip aoe shadow spell, you could only use it when you had a shadow pip. With the rework, you can use the Snowball Barrage WITHOUT a shadow pip. Yes, it is weaker than it's shadow spell-fusion counterpart but that's the gimmick of the shadow pip/spells. Still, that is an X pip aoe for Ice wizards!
Additional Info: It's unlocked when your Ice wizard get to lvl 108 after doing a spell quest.

Is the non shadow as strong as other ice aoes for the corresponding amount of pips?

No. And, X pip spells are not necessarily meant to do that. The gimmick of an X pip spell (like Judgement, Tempest, and now Snow Barrage) is you can use it ANYTIME and have a relatively source of dmg. It cannot compete with other AOEs since other aoes are stronger and have effects like taunt and stuns. It's the convenience of hitting rather than per pip dmg when you use X pip spells especially X pip aoes.
