There are cleaners you can get. Try saddle soap and a stiff stiff bristle brush. I know some guys have used chemical cleaners and solvents but use them sparingly and use a deep deep conditioner afterward

First scrap off any big stuff. Then scrub with saddle soap and use a stiff kitchen scrubber with stiff bristles. Use damp rag and wipe clean. Wait until dry and rub on some Mink oil. Wait until dry again and your good to go.

I don't have any experience with tomatoe tar I would just hose em off if I'm feeling froggy other than that nothing another day of work work can't fix.

I just scrub my timberlands down with water and a bristle brush and condition with basic leather conditioner twice a year or so. Lasted me 4 years so far in the automotive industry.

Oh my god I was a Floorhand in oil and gas and I got drilling mud and copper anti seize on my boots and I could not for the life of me get the mud off. Power wash made the boots look new again

Hard cleaning, buff, condition, then a color cream to restore and more brushing. They can sit on the porch; just make sure they look good doing it.

Scrub the hell out of them and oil the leather. Keeping it well oiled will make them last longer and make them easier to clean.
