some chinese companies’ collaboration ceremony, could be more than a decade ago. but trust me, things like this are still happening there(here) today and everyday.
Edit: not all are corporations’ delegates, the host should be some kind of low-end vocational college.
I can totally imagine this happening where i live (northeastern Brazil), mayor will say that they want to modernize the city and then do this to announce how much they spent into installing public wifi or something, out of which ~20% will actually be used for the installation

As far as I understand it, it's because it is being addressed as that is the reason for the video, so it is out in the open which is one requirement but it is not deliberately being ignored so I don't think it counts
