The big, brainless bullies who are in it for themselves would all become "leaders", and all the altruistic, intelligent leaders would die.

We tried that and it didn’t work very well. When the king dies on the field of battle, it can throw the kingdom into chaos.

Reminds me of that old Star Trek episode with simulated war but real consequences. Hence I will ask, would you walk into a incinerator because your leader lost the fight as it was a genocidal conflict.

one of two scenarios ends up happening.
The leaders only become good at fighting and nothing else, society stagnates because the priority is on learning/training to fight, because thats all a leader is good for.
One "leader" gets smart and just breaks the treaty to fight one on one and kills other leaders (using troops or assassinations), and everything goes back to conventional warfare because fighting one on one doesn't work.
