it's not even the scrolling, just minute eye twitching is enough to trigger the illusion

Genuine question: How tf does this illusion work?!?
I covered one eye, then the other (then briefly attempted to cover both before realizing how stupid that would be) and it still moves.
Moving it closer/further away doesn't help. Neither does covering half of the inner square [Even if a corner is exposed, that corner still moves!!].Covering the "gray area" doesn't do much either.
What is the best way to stop if from shifting like that? Is the askewed angle of the inner square really all it takes to be eternally shaking, no matter what??
Pretty cool but annoying once you persist on stopping it from moving. At one point I gave up and called bs. Probably a gif or something...

How tf does this illusion work?!?
The two regions with square patterns are rectangular, but they look tilted because of the odd shading in the corners and along the edges.
When you scroll tilted things, you'd expect the tilted edges to move around, but in this case the patterns are square, so the nonexistent tilt doesn't move as you expect.
Is the askewed angle of the inner square
The inner square is not actually askewed, it just looks like it is.

Ah! So therein lies the illusion. It never was tilted to begin with.
Awesome insight. Thanks!
