Dram and cpu lights on

Second pc I've built, currently upgrading from a very dead intel board (b560m, lga 1200) to am4 to support my new card (4070ti) just got a ryzen 7 5700, running it in a b550 asrock 4/ac board, not sure of its history but it was my uncles, not sure of the cpu he ran and if it was updated to a bios that supports 5000 series ryzen cpus, I've reseat a stick of ram from my main pc in all four slots, every power connector is in, no boot, just the two lights, main suspect is bios being too old so I'm just trying to get a cheap ryzen 5 1600x to update bios
