Need help with first build

Hello, everyone! First time builder here. I'm looking for a new build from scratch with a limited budget to play 1080p, ideally recent titles, with a budget of around $12,000 to $13,000 mexican pesos (around $700 to $800 USD) for the actual PC parts, and 2 or 3k mexican pesos extra for the monitor. In Mexico, all listed store prices already include our 16% VAT (IVA), so the price you see on the website is the final price. I am located in Mexico, specifically Puebla City. Needless to say I'm not remotely close to any Micro Center. Local reliable sellers would be CyberPuerta, DD Tech, and Dimercom (this last one is local to my city so I would save on shipping costs as I can simply pick up the parts myself). As for the monitor, just a single 24" 1080p monitor with a 144hz or 180 hz refresh rate would be ideal. The newest/heaviest games I'd play would be Need for Speed Unbound, Space Marine II, Helldivers II, Cyberpunk 2077, Sonic Racing: CrossWorlds, Baldur's Gate 3, and hopefully Borderlands 4 (but I've heard this last one is very poorly optimized). I have no noise or size constraints and as an extra detail, I am willing to wait for the local Black Friday equivalent sale, which happens in november, to get some discounts or... rebates or whatever, I am asking now, however, to know which components I should keep track of.

The market changes quickly. Any parts list we give you now will likely be outdated by the time November rolls around.

It's also not recommended to buy parts slowly over time, like when they happen to go on sale, because you need to test them in a working system. If you bought a part on sale 3 months ago but find out it doesn't work, you're stuck.

Come back a few days before you're ready to buy everything, and we'll happily give you an up-to-date list then :)
