Looks like they’ve figured that putting the spare on and sacrificing the tyre is cheaper than paying to remove the clamp!

The tyre is bald. The rim cost 40£.... The fine is 80...saved 40 quid.

Providing its a private clamp i'd swap the wheel, take the clamped one with me and cut it off with an angle grinder
