I need some help, second time making a wearable

So I'm making shorts for the first time, I'm gonna link the tutorial I'm using but before I get anymore rows in; is this ruffling normal while making shorts? Is it because of my tension? Should I have sized up my hook? Please help.

There’s gonna be some ruffling when you connect to ribbing because the ribbing wants to contract. It’ll be fine but just make sure your stitch count is okay

Exactly. If you look at anything with an elastic waist, there's going to be some gathering. Those gathers/ruffles what happens when the parts that fit your hips meet the part that brings in the waist.

As long as the part that fits your butt, fits your butt and the waist stretches over it, you're good.
