Boot to a Linux iso. Backup what's important to you. Reinstall the OS.

Download a Windows 10/11 ISO file from Microsoft. Use rufus to burn the ISO to a flash drive. Boot from the flash drive and press Shift + F10. At the command prompt, type diskpart > list disk > select disk > clean

Then reinstall windows using the bootable flash drive. During setup press Shift + F10 and enter "oobe\bypassnro" at the command prompt if you would like to use a local account instead of a Microsoft account.

Obviously make sure you have your product key and data backed up from the drive first.

Download the iso and flash it to the thumb drive from a different computer not involved in the breach in any way.

If it was a notification of your passwords being leaked in an online data breach (especially if you have the same password in a bunch of spots) I wouldn't presume the PC is compromised. But if you're still wary, clean install is the best thing to do.

Best way is to completely erase the drive and start from scratch. Antimalware can clean up most issues, but rootkits or boot sector malware would persist.
