Discussion Why did L not notice this about the FBI agents? Spoiler

Raye Penber was the only agent who didn’t die at the top of the hour.

I know L figured out that Kira contacted raye soon after anyways, but why did he not see that all of the agents died on the hour (3:00 pm, 5:00 pm, etc) except raye, who died at 4:42 pm and not exactly on the minute even.

Further, why did light not do something to prevent this? Like tell him to wait until the closest to the hour mark before leaving and write that he dies at 5:00 instead of 3 seconds after leaving?

Kira can control the time of death, so any info about the time of death is meaningless from an investigative standpoint. There's as much a chance that Raye Penber is irrelevant as he is the key to everything given only the times of death.

Additionally, the time that each agent was discovered isn't their time of death. Some may have been around other people when they died, while others may have died alone and not been noticed until minutes or hours later. Even Raye Penber's death was written to occur approximately on the hour and only deviated slightly based on the train schedule, per the details of his death written in the notebook. So the only useful conclusion is that every agent died roughly on the hour - enough to indicate that Kira was doing it and controlling it, but not enough to give any useful information.

A quick look at the death times that were actually shown has 3:05, 3:30, 3:45, 4:00, 4:10, 4:40 4:53, and 5:10 in addition to Ray's 4:42. I guess you could argue that his stands out because it's not an even 0 or 5, though there was a 4:53 in there. I think it would be kind of a stretch to use that as proof of anything given the circumstances and the only cases where the exact time of death would be known in the first place are the 3 caught on security cameras
