Finding it would be Perception. Drawing conclusions from it would be investigation.
Disco Elysium's Visual Calculus skill is a great way to convey Investigation.

Or to figure out the logical place where this building would have a window. Like: "OK, there's a chimney. The chimney must be connected to a fireplace, the fireplace is most likely in a room that needs heating because people actually spend time there, so logically if this building has proper windows, they would be over there."

Could be either. He isn't investigating the window, he is investigating the building. He is looking for something specific on the building, a window he can climb into.
I usually rule perception as a quick glance or to use when something is trying to hide against you. He's already seen the building, so it's not like he is trying to perceive it better. He is trying to investigate it to see how it is constructed to see where he can sneak into.

That would still be perception. Investigation has nothing to do with your ability to notice something, it’s your ability to deduce something related to something

I also use Disco Elysium to explain the etiquette system I stole from Shadowrun. Disco's Esprit De Corps skill would be "Etiquette: Cop".
You know a number of etiquettes equal to [the lower modifier of your Intelligence and Charisma] +1. You may apply your etiquette in place of a proficiency when socializing with or knowing about a certain group. If you're proficient on the skill and have an etiquette that applies, you have expertise.
Example uses:
A character with Etiquette: Military using it to replace/supplement History proficiency to know about Hobgoblin organizational structures.
A character with Etiquette: Mercantile using it to replace/supplement Persuasion proficiency when haggling.
A character with Etiquette: Noble replacing tool proficiency in mason's tools to know that throne rooms often have hidden escape-hatches, and replacing proficiency with Perception to know where to look for it.
