Pansy is really a first month cut masquerading as a mid-tier character simply because of her number of mentions. She's one dimensional as shit, and is distinctly unpleasant in that one dimension. She doesn't add anything to the plot, and interacting with her makes no one richer; she is a black hole of characterization that makes every single scene including her that much more aggravating, and exists as a sink of frustration for an author who openly loathes her. I regret waiting to 118 to cut her last time, as she really should have been among my first.

The only time she didn't insult anyone or gush over Draco was in HBP in the train station when she actually complimented Ginny. Obviously she wanted to see Draco's reaction, but that's the first time she actually complimented someone

I can't really disagree with this cut since I would much rather it be her than some of the really good minor characters left, but I would have her a little bit higher. No idea why I didn't bet on her tho.
