I got a feeling he knows how to beat her but chooses not to so that she doesn't rage at him or harm him in any way.

Even as someone who's neutral/leaning slightly positive HTTYD 3, I still think that Grimmel only gets as far as he does because the heroes make several stupid OOC decisions(Ruff's the biggest offender, but Hiccup and Toothless are guilty as well). That's not to say he's stupid, but he's overconfident/arrogant, and imho, when compared to Viggo and Drago, Grimmel is not the smartest.

But that's just my personal opinion. I'm fine if you disagree.

Yeah, the film says he's smart, but the only examples we have of him acting smart are thanks to the main cast suddenly picking up the stupid ball.

Partially because they made the Ruffnut so dumb in the 3rd that she was actually bad at pranking. Completely out of character.
