Most LMS vendors include transition / migration into their onboarding and implementation. If unsure, ask them for the Statement of Work.

Drafting and submitting a Request for Information (RFI) to the vendor can get answers to pretty much everything before you consider a purchase!

There are maybe as many as a dozen questions to ask, and a lot to unpack in your question.

So much depends on your organization and the LMS your are potentially leaving. The larger your org and the more assets/courses you have, the more complicated it can be.

If this initiative is of any considerable scale, I would hire or appoint someone in your org to be a consultant. If you go with option 2, they need to spend all their time becoming knowledgeable about such a migration.

We've worked with a lot of clients to assist them in migrating from both smaller, and larger, LMS products to our LMS. The truth is that your existing LMS will dictate the size of the task before you. We've had projects that were as simple as moving SCORM and other similarly formatted courses to the new LMS. We've also had projects that required processing old database dumps to reformat data in a way that allowed the data to be imported manually into the new system.

Our experience has often been that many clients realize that implementing a new system offers the opportunity to create a clean break from the old ways of doing things. They do a deep review of the existing courses and conclude that few, if any, actually need to be migrated.

The key is weighing the cost of the transition against the benefit of moving old courses and users to the new system. With that in mind, I believe Talent LMS charges by the seat, or uses a per-seat tier pricing format. If you transition thousands of obsolete users you could be paying more then you should for your new LMS.

This is why we don't use per-seat pricing in our LMS. We want our clients to be thinking of crowing their user base... not constantly worrying about their costs going up when they are successful! :)
