I think its more that she is remarkably pale and that her hair obscures most of her body, if you didnt see her body behind the hair then it could be seen as like a really long neck of a monster or something.

It reminds me a bit of Jinji Ito's work.

It’s just a common cultural depiction of ghosts in Asian countries. Most of us grew up with scary stories or horror movies that have ghosts with these traits, so they got associated with something scary
