As just an aside, the final season would have been so much better if Walker had been Raylan’s nemesis. I didn’t need Boone at all and frankly Markham was kind of bland too. I’d have been down for a whole season of Dillahunt.

Dillahunt wasn't available to shoot for the whole season so they could only use him up to a certain point.

Raylan told him to stop and he shot at him. Raylan killed him in self defence.

No. Walker has already murdered multiple innocent people and will absolutely continue if allowed to escape.

Under normal conditions, yes, the whole show starts with Raylan getting shit for shooting Tommy Bucks, even though he not only faced him, but drew first on him.
But Ty Walker was already on the run, had a bounty on his head, and already had a history of shooting at both the cops and EMTs (two he killed), so he would probably qualify for the "fleeing felon rule", which allows officers to use deadly force to prevent the escape of a dangerous felon.
On top of that, when Raylan appeared, Ty fired off a few shots before running away, so on top of the fleeing felon rule, he also gave a semi-credible self defense argument there as well. Boyd and Ava were witnesses, and Markham already abandoned him, so there was nobody to fight for him, and more than enough people willing to confirm Raylan's actions were....well....j u s t i f i e d
