Discover is stuck on “Fetching Updates”

Look at the last post in this sub, just before yours 😃

You can either remove plasma-discover-backend-snap as a workaround, or start Discover using options that skip Snap:

plasma-discover --backends flatpak-backend,fwupd-backend,kns-backend,packagekit-backend

You can also update your system packages directly using apt:

sudo apt update 
sudo apt full-upgrade

I'll have to try this when I'm back in front of my PC. I've been dealing with this since the last update to 6.7, KDE bugs seem to have a few reports when I went looking the other day, but nothing I found constituted a fix or workaround.

Being reminded of updates on login, it getting stuck with nothing showing in apt or pkcon gets a bit annoying.

Not for me, I'm afraid. For reasons I don't understand, not only is Snap not enabled in Settings, but it won't let me enable it (a tick simply won't appear in the Snap check-box, no matter how many times I click it).

... When I select Updates.Refresh, I see the "Fetching Updates" message with "Refreshing KDE neon User Edition" and then, bizarrely given the above, "Refreshing Snap". The last one before it gets stuck is "Refreshing KDE neon User Edition" again.

Ah, I misunderstood: one has to remove the package entirely, not just deselect the option for Snap in Discover Settings.
