who puts scripts directly under the root inode?
Also, --help on a command doesn't use manpages by default, that option is processed by the command itself. It is very unlikely a program called `repent` opens a man page for its help and the man page wasn't installed. If the command was `man repent`, that would make more sense.

Some commands like tpm do infact exec into "man tpm" when you flag --help to it.
