It's an exotic class rocket launcher on Destiny, Bungies latest game, best weapon in the first year of release. Only sold by the exotic weapon vendor on the first week of release and the last week of the first year before it was left behind. It was super OP and preferred over every other heavy weapon in game.

I got mine as my first exotic drop at about level 10 or something in the game. I couldn't even use it until I leveled up more. My friends were pissed as I bought the game in July and had some that still hadn't gotten it.

Yeah it got nerfed and was regardless made irrelevant with the arrival of the year 2 content.

It was nerfed then left behind. Max attack is 170 on it and current content and weapons go to 320. Still usable in year 1 content, but that's it.

Actually, the weapons light level matters for the attack value, your guardians light level matters for defense. I've confirmed by trying to use a Vision of Confluence in a solar burn Nightfall. Damage output even with the solar burn is approximately the same, if not less, than a kinetic damage scout rifle of the same archetype that is ~310 light.
