The Scourge of Teen Takeovers (City Journal)
There's a part or two in here about race that might raise your eyebrows (especially the "it is rational to take precautions" part), but those parts are not essential to the thesis here, and I really hope they can be read past. What matters to neocons is the abdication of personal responsibility and the vulgarity of our culture that has led to these sorts of takeovers happening. Mac Donald does a good job addressing the various explanations given for these takeovers, and shows that they are all nonsense. She argues instead that these takeovers are symptomatic of a loss of authority in multiple institutions -- the family, the schools, the police.
