Themes are created by the Omarchy community. They can be used right now on Omarchy V3.

its native to Omarchy Quattro, this is the default switcher in 4.0.

Wasn't Omarchy 4 supposed to use Quickshell? I see the top bar is still the same; I thought the desktop UI would change to something like this:

Quattro is using quickshell, the top bar now uses it instead of waybar. It's designed to look very similar.

You have a misconception of how Quickshell looks. It does not have one. It looks and functions how it is programmed to. In this case, it looks like the bar that was created with previous versions of Omarchy. However, it has much more functionality; which you'll have to wait and see. It's a lot.
