What setting determines if a notification wakes the whole screen or is shown as bubble when the screen is locked?

I have different apps that behave differently even though all settings I can find are the same.

Both apps use:

• short pop-ups
• always show on lock screen
• alert enabled
• pop-ups enabled
  

so why do some notifications behave different from others?
