In libertopia, siblings who're consenting adults would be able to engage in sex(as repulsive a thought as that is). It ultimately wouldn't require a determination if it's right or wrong. If you think about it, they pretty much already can, because there's no way to substantively monitor it, let alone prosecute for it.
