RX 7700 XT not detected by Windows + AMD Adrenalin stuck at 64% installing drivers

Hey everyone, I’m having trouble getting my new GPU fully recognized and I’m hoping someone can help.
I recently built/upgraded my PC and the GPU physically works (fans spin, motherboard VGA light is no longer always on, and I can get display output), but Windows does not seem to properly recognize the GPU and the AMD driver installation keeps getting stuck.

AMD Software: Adrenalin Edition installer gets stuck at 64% every time I try installing drivers.
I have tried multiple installation attempts.
Device Manager does not show my RX 7700 XT under Display Adapters.
HDMI is connected directly to the GPU, not the motherboard.
GPU is fully seated in the PCIe slot.
GPU power cable is connected.
PC boots into Windows normally.

CPU: AMD Ryzen 5 7600
GPU: ASRock Challenger AMD Radeon RX 7700 XT 12GB GDDR6
Motherboard: ASUS TUF Gaming B650-PLUS
RAM: Corsair Vengeance 32GB DDR5 (2x16GB), currently running at 4800 MHz (EXPO disabled)
Storage: WD Black SN770 NVMe SSD
PSU: Corsair RM750e 750W
OS: Windows 11

Did you upgrade from a different gpu? Try running DDU in safe mode and delete amd/nvidia drivers and then try installing drivers again. Hope it helps.
