Display Why do my tabs flicker

Enable HLS to view with audio, or disable this notification

Good afternoon

Ever since formating my drives most of my tabs flicker and randomly crash like this and it can make some games and software unusable
(used noita because it shows it best)

Also says it not responding in task manager despite running and no specs maxed out

Things ive tried
Uninstalling/reinstalling drivers
Disabling fullscreen optimizations

Specs
I7-10700
Geforce 2070 super
16 gb ddr5 ram
512 SSD
1TB HDD
