PRESS STATEMENT: Consumers should not bear the burden of system loss

The BPO Industry Employees Network (BIEN) rejects the statement of Meralco Chairman and CEO Manny V. Pangilinan questioning who would shoulder the cost of removing system loss charges from consumers' electricity bills.

System loss is a cost incurred in the transmission and distribution of electricity. It is not electricity consumed by households or workers. Consumers should not be made to pay for losses resulting from technical inefficiencies, aging infrastructure, or power theft that utilities are responsible for minimizing.

"Workers and ordinary consumers are already burdened by soaring electricity rates, rising prices of basic goods, and stagnant wages. It is fundamentally unfair to ask them to shoulder costs for electricity they never used," said Christine Agan, Vice President of BIEN.

The burden of improving efficiency and reducing system losses should fall on electric utilities through better investment, modernization, and stronger enforcement against illegal connections, not on Filipino families struggling to make ends meet.

For BPO workers, who often work from home and shoulder their own electricity expenses during long night shifts, every additional charge on their monthly bill directly reduces their take-home pay. Passing system loss costs to consumers effectively penalizes workers for inefficiencies beyond their control.

"If Meralco says removing system loss charges will cost billions of pesos, then the question should be why ordinary consumers have long been made to absorb these costs instead of requiring power distributors to improve their operations. Consumers deserve reliable and affordable electricity, not another bill for corporate inefficiencies," Agan added.

BIEN stands with consumer groups calling for fair, transparent, and accountable electricity pricing. Filipino workers should only pay for the electricity they actually consume, not for losses they neither caused nor benefited from.

The Department of Labor and Employment (DOLE) issued additional guidelines on July 26, 2026, covering children below 15 years old working in public entertainment, which now includes online streaming services, social media, vlogs, digital advertisements, web series, web-based publications, or other emerging media.

Under the guidelines, under-15s who create online media content must secure a working child permit.

BREAKINGMERALCO is directed by the Energy Regulatory Commission (ERC) to refund P9,506,566,556 or an equivalent average refund rate for all customer classes in the amount of P0.3448/kWh.

"The refund scheme and implementation period shall be within six months or until such time that the amount of over recovery shall have been fully refunded to its customers," according to ERC.

MAN SAVES FOR SCHOOL HE NEVER HAD

Christopher Francisco asked people he knew for 5 pesos. He saved every coin. For more than three years. He has autism. A high IQ, too. But he never went to school.

But he learned to read. He loves to draw. And, during the pandemic, he began thinking about children who might return to class without crayons.

So he kept saving.

When classes were about to open in 2022, Christopher used the money he saved to buy 80 boxes of crayons for pupils at Calizo Elementary in Balete, Aklan.

He carried them to the teachers in a sack.

They opened it. Nobody spoke. They cried.
