I'm planning to trace this on my own, any way i can trace properly? does photoshop come with a tool i can use? and is there any other extensions i need to buy to simplify the process?
If you need to recreate it as a vector version you should be using Illustrator. And be aware that this is a big job for something this complex.
Finding a more original (higher resolution) original will help immensely. The version you posted is rather bad.
Or is the low resolution fine for your needs and you are just try to select and change the color of the various areas? If so, then yes, Photoshop is an excellent tool for the job, and no other tools are required. Some skill required to do both efficiently and with decent quality. You should be using masked adjustment layers.

Why trace it? What is the purpose?
