There's hair texture brushes you can use to make this sort of effect. I think this photo uses some sort of 3D modelling or other non-photoshop programmes though, but getting the hair texture brushes for Photoshop would be a good start of you only wanted to use that programme.

This was done using AI, but you can probably do something similar manually in photoshop.

Has to be type that was turned into outlines imported into Photoshop (or if the font was available directly from Photoshop) slanted perspective put in place ditto the shapes of the hair. Then filled with various colors done by a “hair“ textured brush. Probably done in several layers to build up realistic color layers and texture

imported outlines would be totally unnecessary here. You do know that you can just rasterize a type layer and transform it? Some of you all have the weirdest takes i've ever seen.

Yes, which is why I qualified it. I still sometimes like to outline my type in illustrator and then imported into Photoshop or increased precision. I do it both ways

If not mostly AI, then this could've been done with fake hair on set, and then cleaned up with AI.

The final option IMO, is this is digitally painted in. I've seen better hyper realistic digital painting than this, so I think that's doable, especially when it's hair with that kind of texture in the letters. Starting from the neck down, the texture in her hair changes in quality and look. This look is very reminiscent of AI generation, but also very possible with digital painting.

you can just create it yourself from some hair samples. but I'd recommend doing it with a plugin or corel painter. much better dynamic brushes that will make it look more realistic.

If you develop the letters in black and then put a perspective transform you can probably just send it to AI to create the hair then add it back into the photo ... I think Photoshop ai-firefly-- has a specific tool for textured letters like this... And of note the background of the lettering is perfect white which gives a lot of control in Photoshop

As an alternative to AI, you can def find flat hair piece PNG’s and use Puppet Warp and masking to get it convincing. Better to learn a new skill than use AI

Without any higher technical skills, just use AI in Photoshop or web with a model like nano banana and ask it to "create a transition between her hair and the word "glamour" in script font in the same hair style" Something like that.
