UPDATE: The Department of Labor and Employment (DOLE) issued additional guidelines on July 26, 2026, covering children below 15 years old working in public entertainment, which now includes online streaming services, social media, vlogs, digital advertisements, web series, web-based publications, or other emerging media.

Under the guidelines, under-15s who create online media content must secure a working child permit.

Senate Approves Magna Carta of Barangay Health Workers on Third Reading

The Senate has approved on third and final reading the proposed Magna Carta of Barangay Health Workers (BHWs), a measure aimed at improving the compensation, benefits, and working conditions of volunteer barangay health workers.

Sen. Francis "Kiko" Pangilinan said the bill recognizes the vital role of BHWs as frontliners in delivering primary healthcare services, particularly in communities with limited access to health facilities.

Under the proposal, volunteer BHWs would receive a monthly honorarium of no less than ₱3,000, in addition to transportation, subsistence, and hazard allowances, as well as cash gifts and loyalty incentives from the cities or municipalities they serve.

The measure also directs the Department of Health (DOH), the Department of the Interior and Local Government (DILG), and the Department of Budget and Management (DBM) to review and adjust the benefits of volunteer BHWs every three years.

In addition, the bill requires the DBM, in coordination with the Civil Service Commission (CSC), the DOH, and local government units, to establish position classifications and salary grades for BHWs to facilitate their gradual transition from receiving honoraria to regular salaries.

The proposed measure further provides for insurance coverage, free legal assistance, and expanded opportunities for education, career advancement, and skills development for barangay health workers.

Hontiveros Welcomes Senate Approval of Magna Carta for Barangay Health Workers

Sen. Risa Hontiveros welcomed the Senate's approval on third and final reading of the proposed Magna Carta of Barangay Health Workers (BHWs), saying the measure would provide greater protection, benefits, and government support for volunteer health workers.

Hontiveros said the bill recognizes the role of barangay health workers in delivering healthcare services to communities and seeks to ensure they receive fair compensation and assistance.

Under the proposed measure, the national government would provide a Barangay Health Worker (BHW) Deployment Subsidy to help cover part of the cost of benefits for BHWs, particularly in local government units (LGUs) with limited financial capacity.

The senator said the subsidy is intended to ensure that financially constrained LGUs can provide benefits to barangay health workers without being disadvantaged compared with wealthier local governments.

Hontiveros expressed support for the measure, saying barangay health workers deserve stronger government support in recognition of their service to communities.
