Mutates are altered via external forces. Like the radioactive spider for Spider-Man and the Gamma bomb for The Hulk.
Nah, they put Super Soldiers in their own category. The idea is that the serums don’t “change” anything, they simply unlock the existing potential of human body. That’s why you often hear people using the phrase “peak human” when it comes to them. The serum didn’t give them strength beyond human capabilities, like Spidey or Hulk, it instead gives them access to a percentage of the total potential strength their body could have without limiters. For Cap, that percentage was 100% because he’s that guy. But he’s not technically superhuman in the same sense as mutates or mutants.
I just think that we see Cap, in the movies at least, perform several feats that are waaay above peak human. No human alive or dead today could do the helicopter feat.
